Rosco Frazer, wandering around on roller skates, meets Doug O'Riordan, a recently released ex-con. They meet in a bar during a fight. A truck driver inside the club insulted Doug by saying "garbage can". In reality, it was Rosco who uttered the phrase, who is a ventriloquist and who, wanting to take revenge on a truck driver who had denied him a ride by almost hitting him and being helpless in front of his gang, had tried, with deception, the help of Doug. The two unknowingly steal a truck and are followed by the police who in the meantime believe them to be two truck thieves. They manage, thanks to Rosco's ventriloquist ability, to escape from the police.
For a series of fatalities, they are mistaken for two CIA secret agents, Mason and Steinberg. The two new agents investigate the evil K1, who has devised a plot to take over the world. Unable to reveal their identities and driven by a briefcase containing a million dollars, by a fully paid vacation in a five-star hotel, by credit cards, hunting licenses, etc., they decide to play along and, having fun as much as possible. and with hasty ways, they try to foil the plot.
