Francesco Di Nardo, an upright magistrate, has just been transferred to a small southern town, where justice works slowly, or doesn't work at all. The economic life of the entire city depends on the resources of a stone quarry, owned by a rich and powerful entrepreneur, Mr. Baldassarri. Even if the quarry is financed by the state, it has now been closed for months, and most citizens are now unemployed. The magistrate is faithfully assisted by Marshal Nisticò, a man without illusions about life and justice, and by corporal Carlo Piacentini, a young man of good manners, in love with Rosina, who returns his love, despite being courted by a leader of the underworld.
Di Nardo wants to discover the real reason for the closure of the quarry. It is an arduous task because the underworld controls the whole city, and is a very dangerous enemy. On the one hand they try to corrupt the magistrate, on the other they threaten him and try to discourage him by attacking his collaborators, and finally by killing some. Finally, Di Nardo is forced to resign, when his immediate superior explicitly orders him to close the ongoing investigation. In the rainy afternoon the day after his resignation, Di Nardo is at the station waiting for the train that will take him away. Marshal Nisticò joins him and prevents him from taking the train: a double murder has just been committed by the underworld.
Piacentini and his girlfriend were killed (from the underworld). Di Nardo rushes to the scene of the crime.
Rain rains down on the crowd gathered, even the most important personalities are present. Di Nardo is furious. In a plea to the crowd, he accuses them of crime. He will not leave the city, and against all difficulties, he will remain to do justice.
